I can understand I should do it for a while but forever is uncalled for. I have contacted all my federally elected officials and no one is listening. I looked into this act and found out it was hiden in a Defense Authorization bill in 1983 to overrule the US Supreme Court. I know everyone thinks I'm just a bitter divoreced man. This Act has allows 77 million dollars a month to be taken out of your Military retirees pockets and given to someone who never wore a uniform. Because the bite reporting is mandatory for the doctors there is no discretion.  So, we get trials for dogs whose "VICTIMS" do not want to bring the charge.
